A cluster is the organized concentration of horizontally/vertically linked businesses and supporting institutional structures (universities, chambers of commerce, sectoral organizations, relevant public institutions, etc.) operating in the same sector within a specific geographic region. In clustering efforts, where all relevant institutions manage the situation with equal representation and collective intelligence on an infrastructure created in line with common strategies, the goal is to increase market share in the sector through collaborative competition.

One of the most important findings of the "Ostim Competitiveness Analysis," completed in 2007 under the title "Investigation of the International Competitiveness Level of Sectors Operating in Ostim," was that the medical device market, which is of strategic importance for our country, contains a competitive opportunity for the medical industry that has developed in Ostim since its establishment. When we look at the medical market and industry in general, we see that the sector;

  • Having a continuously growing market both domestically and internationally,

  • Being open to high value-added, innovative production,

  • Being a strategic sector that is currently 85% dependent on foreign sources in our country, and therefore supported by national policies, where nationalization is necessary, have given us very important insights into the size and attractiveness of the market. Based on this opportunity and idea, when we look at our local dynamics, we can concretely see the following competitive characteristics of ours.

  • Ankara, and especially Ostim, has a significant number of companies and production volume in the medical sector.

  • Ostim has a variety of production and business lines to support the sector.

  • Ankara is an important center for healthcare sector buyers.

  • Ostim is close to decision-making mechanisms.

  • Ankara has important universities that have the power to support the sector's innovation.

  • Becoming a strong center in the healthcare sector is an important competitive opportunity for Ankara's local development.

  • The defense industry, which shows great structural similarities with the medical industry and plays an active role in the development of many innovative products, is also present in Ostim and supports the medical industry.

  • Ankara is an important center in terms of connections with countries that make large healthcare expenditures, especially in the Middle East, Arab and African countries. Based on the competitive advantages revealed by this research, the Medical Sector has been selected as one of the target sectors to which Ostim is directing its resources, and the clustering model has been adopted as the basis for the development of the sector.
